This is not a Somerset problem but a global issue with Microsoft; they’ll be working hard to fix it as soon as possible.
Users using 365 via Outlook or via iPads etc should find you are able to send and receive emails as normal.
Update: The problem appears limited to West Europe (not that that helps us!). The Azure status page has more direct information here: https://azure.microsoft.com/en-us/status/
A further status update will occur when web services are restored.
